Opening statement for our press conference, read by Cameron Walker:

 
On June 3, 2020, Mayor Nan Whaley announced a Five-Point plan to improve relations between the Dayton Police Department and the Dayton community.



As members of the Dayton community that have been impacted by the abuse of power from police officers locally and nationally that lead to over-policing of urban communities, racial profiling, mass incarceration for non-violent crimes, bodily harm, death-by-cop, and psychological trauma, we are demanding changes within our local police department that ensure the protection of Black citizens and our civil rights.

 

Beyond improving relations between law enforcement and the citizens they are sworn to protect, we seek to dismantle the stronghold of policing practices that have been rooted in racist and white supremacist ideologies that target, disrupt, abuse, and kill black people.
 
Now is the time to be intentional about the implementation of measures that hold law enforcement accountable for upholding the constitutional rights of citizens regardless of race, religion, gender, sexual orientation, age, education level or economic status.
 

We have conducted a review of Mayor Whaley’s plan as listed below with demands to support law enforcement accountability for safer communities in addition to improved community relations with the Dayton Police: 


1. Immediately ban no-knock warrants and use of chokeholds


2. Eliminate pretext traffic stops and sniff and smell stops


3. Dismantle the shot-spotter program


4. Re-implement residency rule for newly hired police officers


5. Reestablish the five districts police model


6. Demilitarize the police


7. Establish limitations on qualified immunity and police bill of rights


8. Reorganize the police department


9. Establish reparations program


10. Institute online customer satisfaction survey for public comments
